In a press briefing at his residence in Karen on Wednesday, Gachagua claimed that more than 200,000 gas cylinders were taken from small-scale gas retailers in Nairobi, Kiambu, Kajiado and Machakos between June and October 2025.
According to Gachagua, the seizures were carried out by a police unit led by one Robert Linyiru Gituma as the OCS and 25 other rogue officers he accused of operating outside established enforcement procedures under private supervision of Clive Mutiso.
Gachagua stated that the team was supported by the Deputy Inspector General Eliud Lagat saying the cylinders were taken away using private vehicles and lorries without inventories being conducted or Occurrence Books being recorded.
Gachagua further alleged that some of the seized cylinders were later channeled to private and upcoming LPG businesses associated with political and state actors. Also listing senior officials at the Energy and Petroleum Regulatory Authority including its Director General Joseph Oketch.
The former Deputy mentioned EPRA’s Deputy Director for Surveillance and Enforcement Maj. (Rtd.) Augustine Ouma as a key person who shares crucial intelligence and points of sales for the licensed small-scale traders.
He claimed that some of the cylinders were seen during the Ol Kalou by-election, suggesting that the gas cylinders distributed to residents may have originated from the stock seized during the raids.
“We have evidence that the seized gas cylinders are funneled to private and upcoming LPG enterprises owned by politicians and other state actors; one of these firms is in Kitengela and Kenyans saw these gas cylinders during the Ol Kalou by-elections,” Gachagua said.
He demanded the return of the more than 200,000 cylinders he claims were seized and compensation for the affected traders.
Gachagua accused the government of using enforcement operations to frustrate small-scale gas traders, while calling for the regulatory framework governing the LPG sector to be followed.
Also, he wants Ouma and Oketch to be arrested and prosecuted for abuse of office saying they are overly compromised.
Gachagua has also called for legal action against Mutiso, the OCS and the 25 unidentified rogue officers saying the Black Site in Hurlingham be shutdown.
