France has outlined specific categories of foreigners who are eligible to apply for French citizenship without paying a fee, with military service forming the core of the qualifying criteria.

The pathway is aimed at those who have contributed to France’s armed forces, and the government has detailed both who qualifies and how the application process works for those still in active service.

Who Qualifies for Fee-Free French Citizenship

According to the French government, an applicant must satisfy at least one condition to be considered for this route.

Those who served in a combatant unit of the French army or an allied army are eligible, as are individuals who spent at least three years under contract with the French Foreign Legion and earned a certificate of good conduct. Veterans who fought within the ranks of the French Interior Forces also meet the criteria.

A member of the French armed forces who sustained a wound during an operational engagement qualifies as well. In all these cases, naturalisation is processed through a proposal submitted by the Minister of Defence, rather than through the standard civilian application route.

Beyond citizenship, foreigners who served in the French military may also obtain a resident card, provided their stay in France is regular.

How the Application Process Works for Serving Personnel

The procedure takes a distinct path when the applicant is still an active member of the military. Rather than approaching civilian authorities directly, the serving member must submit their naturalisation application to the relevant military authority.

That authority is then required to forward the complete file, together with its own formal opinion, to the administrative authority responsible for processing such applications, within eight days.

Once the administrative body receives the file, it takes over and handles the remainder of the process. This arrangement means that applications from serving personnel pass through institutional military review before reaching civilian channels, adding a structured layer of oversight to what is already a formal procedure.

For those who meet the criteria, the fee exemption removes a financial barrier that would otherwise apply to standard citizenship applications, recognising the service rendered to France as sufficient grounds for a cost-free pathway to nationality.
