HELB aims to help government personnel achieve their academic goals.

HELB has introduced an initiative to support the academic ambitions of civil servants from different sectors of the Kenyan government. Known as the Training Revolving Funds (TRF), this program is designed to provide financial assistance to employees of the national government, county governments, National Police Service, and Teachers Service Commission who aspire to advance their education.

The TRF program, launched by HELB on Monday, offers loans of up to Sh500,000 to eligible civil servants. These loans come with a minimal interest rate of four percent per annum, aimed at increasing accessibility to higher education for public sector employees.

Recognized university

To be eligible for the TRF loan, prospective applicants must meet specific criteria, including providing proof of admission to a recognized university or training institution in Kenya. They also need a recommendation letter from their employer and must submit copies of their three most recent pay slips demonstrating a net pay exceeding one-third of their basic salary.

Additionally, applicants are required to provide certified copies of their National ID, KRA PIN, and National IDs from two guarantors employed within the civil service, along with recent passport-size photographs.

The TRF program, as outlined on the HELB website, is exclusively intended for postgraduate studies and operates in partnership with the Ministry of Public Service. Beneficiaries of the TRF loan have a repayment period of up to 72 months, managed through a check-off system, with interest calculated at four percent annually on a reducing balance.

This initiative reflects HELB’s dedication to fostering the educational advancement of civil servants and enhancing professional development within Kenya’s public sector.
