Kenya appoints the CEO of NuPEA as an IAEA contact.

Justus Wabuyabo, the CEO of the Nuclear Power and Energy Agency (NuPEA), has been appointed as Kenya’s national liaison officer to the International Atomic Energy Agency (IAEA). This announcement was made by the office of the Prime Cabinet Secretary.

In his new role, Wabuyabo will serve as the principal advisor to the Kenyan government on all matters related to the Technical Cooperation (TC) program. He will represent Kenya in discussions focused on nuclear safety, energy policy, and technological advancements, while also strengthening the country’s relationship with the IAEA and promoting the responsible use of nuclear energy for development.

Wabuyabo’s responsibilities will include overseeing the planning, programming, implementation, monitoring, and evaluation of the TC program. He will work on building a knowledge base for national development by liaising with development agencies and identifying potential areas for collaboration and donor participation with the IAEA.

His role also entails ensuring that the benefits of nuclear applications are communicated effectively to relevant government sectors, national planning bodies, universities, scientific institutions, and end users.

With a Master of Laws (LLM) from the University of Nairobi and a Bachelor of Laws (LL.B) from Moi University, Wabuyabo brings a wealth of expertise in management, law, and regulatory affairs. He has been leading NuPEA since July 2023, where he has demonstrated strong leadership in steering the agency towards its strategic goals.

Prior to this, he served as the Director of Legal and Regulatory Services and Corporation Secretary at NuPEA, playing a crucial role in shaping the agency’s legal framework and ensuring regulatory compliance.

Justus Wabuyabo has made significant contributions to the nuclear field by advocating for robust legal frameworks that support nuclear energy development and ensuring adherence to regulatory standards. His qualifications as a Certified Public Secretary of Kenya, Commissioner of Oaths, and Notary Public highlight his extensive expertise in legal and regulatory matters.

Wabuyabo is an active member of several professional organizations, including the Law Society of Kenya (LSK), the East Africa Law Society (EALS), the Pan African Lawyers Union (PALU), and the Commonwealth Lawyers Association (CLA). Additionally, he holds memberships in the Institute of Certified Secretaries (ICS) and the Association of Professional Societies of East Africa (APSEA).

Before his role at NuPEA, he served as the General Manager of Corporate and Legal Services at the National Water and Harvesting Authority.

In his new capacity as Kenya’s national liaison officer to the IAEA, Wabuyabo will collaborate with other national liaison officers from across the continent and around the world to promote the safe and secure application of nuclear science and technology for socio-economic development in Kenya, the African continent, and globally.
