An IEBC official was detained for allegedly forging academic credentials.

The Ethics and Anti-Corruption Commission (EACC) has arrested a senior official from the Independent Electoral and Boundaries Commission (IEBC) for allegedly using forged academic certificates to secure her position within the electoral body. Caroline Sabiri Manyange, the Manager for Boundaries Delimitation, was arrested at her home in Nairobi West on Monday and is currently being held at the EACC Integrity Centre Police Station.

EACC Spokesperson Eric Ngumbi revealed that the investigation uncovered that Caroline forged a Master of Arts (Population Studies) degree certificate from the University of Nairobi, purportedly awarded on May 9, 2004, which she used to obtain a promotion at IEBC. This fraudulent act led to her accumulating a salary and benefits exceeding Ksh. 37 million, which the EACC claims constitutes the illicit acquisition of public property.

Following the approval from the Director of Public Prosecutions (DPP), the EACC intends to charge Caroline with forgery under Section 345, as read with Section 349 of the Penal Code, and with uttering a false document under Section 353 of the Penal Code. The commission also plans to initiate civil proceedings to recover the Ksh. 37 million she has accrued over the years. Caroline is expected to be arraigned before the Milimani Anti-Corruption Court later today.
