No room for excuse, delay or failure: Ruto tells CSs as they sign perfomance contracts

President William Ruto has urged the Cabinet Secretaries to achieve all their targets in their respective ministries to effectively serve Kenyans for the remaining part of their tenure.

During the performance contract signing at State House, the president noted that the CSs ought to take personal responsibilities in ensuring the success of their ministries. which would cascade towards his administration’s performance.

In contrast, he explained that a failure on one sector affects the overall performance of the government, citing that corrective action would be taken on those culpable.

“As we sign the second generation of the performance contract, let us reflect over the commitments and weight of responsibility over our shoulders. We are united under a solemn bond to fulfill these commitments for the benefit of our nation and make this country a better place for all of us,” Ruto said.

“This year’s contract integrates the priorities of the Fourth Medium plan and strategic pillars of BETA. They aim to maximize the impact of scarce resources, particularly those at the bottom of the pyramid.”

The president stated that the performance contracts would serve as a scorecard at the end of each fiscal year, allowing individuals to reflect on their successes and failures. He warned that all CSs must collaborate under a single government strategy to improve efficiency.

“I expect each CS to take personal responsibility for achieving the targets outlined in their contracts. There is no room for excuse, delay or failure,” he remarked.

“Accountability must cascade through all levels of ministry, agencies to individual officers. At the end of the Financial Year, each CS will see a performance scorecard reflecting their ministry’s achievements,” he added.

“This scorecard will carry recognition, rewards and sanctions without fail. Excellence, integrity efficiency will be rewarded while failure, negligence, waste and misconduct will invite corrective action.”

Further, the president directed the Treasury to disburse funds without delay to enhance service delivery across all ministries.

The president’s remarks come at a time when his administration has been criticised for not listening to the citizens’ plea and acting in a tone-deaf manner.

This was highlighted during the Gen Z wave of protests when the youths took to the streets from July to August 2024 to express their dissatisfaction towards the government.
