KLB barred from implementing HR policies without public participation

The Kenya Literature Bureau (KLB) has been barred from implementing new human resource instruments until the same is subjected to public participation.

Justice Hellen Wasilwa also directed that consultation and views of staff should be done prior to implementation and approval by Public Service Commission (PSC).

Similarly, the judge ordered KLB to carry out competitive and seamless recruitment of its new Managing Director and other staff, strictly in accordance with the law.

Education Cabinet Secretary Julius Ogamba in August this year appointed Julius Aritho as the Acting KLB Managing Director for a period of six months.

This followed the lapse of term of service of former MD Victor Lomaria whose tenure ended on August 31, 2024.

KLB Board Chairperson Dr. Rispah Wepukhulu, in a statement to newsrooms, said Mr. Aritho will serve in the position beginning September 1, 2024 until a substantive MD is appointed.

“I take this opportunity to thank the outgoing Managing Director, for his selfless acts of service that have seen the Bureau grow its bottom-line. I appreciate the dedication and commitment with which Mr. Lomaria has held, to enrich staff welfare and establish KLB as the leading publishing and printing powerhouse,” said Dr. Wepukhulu then.

“Staff are required to dedicate their energies towards fostering a team spirit aimed at ensuring a smooth transition until the appointment of a substantive Managing Director. Further, staff are urged to accord Mr. Aritho co-operation in the discharge of his duties for the success of the Bureau.”
