Naisiae Tobiko appointed CEO of Commission on Administrative Justice

The Commission on Administrative Justice (CAJ), popularly known as the Office of the Ombudsman, has appointed Naisiae Paloshe Tobiko as its new Chief Executive Officer and Commission Secretary.

In a statement, CAJ Chairperson Charles Dulo said the appointment followed a rigorous, competitive, and merit-based recruitment process conducted in accordance with constitutional and public service requirements.

Tobiko joins the Commission from the Independent Electoral and Boundaries Commission (IEBC), where she served as a County Elections Manager. She brings more than 15 years of experience in governance, electoral management, public administration, and institutional leadership.

She holds a Master of Arts degree from the University of Nairobi and a Bachelor of Arts in Communications from Daystar University.

During her tenure at the IEBC, Tobiko held several senior positions, including Manager of Commission Services, Manager of Field Services, Constituency Elections Coordinator, and Office Executive to the Chairperson. Her extensive experience has seen her play a key role in electoral operations, stakeholder engagement, and organizational management.

As CEO and Commission Secretary, Tobiko will serve as the Commission’s accounting officer and provide strategic leadership in the implementation of its programmes, policies, and institutional priorities. She is expected to spearhead initiatives aimed at enhancing operational efficiency, strengthening stakeholder engagement, and advancing the Commission’s mandate of promoting administrative justice, accountability, and transparency in public service.

According to the Commission, the recruitment exercise attracted 40 applications from highly qualified professionals drawn from diverse sectors. Following a comprehensive assessment of candidates’ qualifications, competencies, experience, and suitability against the statutory requirements of the position, 10 applicants were shortlisted and invited for interviews.

The Commission expressed confidence that Tobiko’s leadership and expertise will strengthen its efforts to address maladministration, facilitate access to information, and protect citizens’ rights in their interactions with public institutions.

“The high calibre of applications received reflects the confidence that professionals continue to place in the Commission and underscores the importance of its mandate in promoting good governance, constitutionalism, accountability, and responsive public administration. The Commission congratulates Ms. Naisaiae Paloshe Tobiko on her appointment and looks forward to the leadership, innovation, and expertise she will bring in advancing the Commission’s vision and mandate in service to the people of Kenya,” said Dulo.
