Opposition leaders call for arrest, resignation of PS Fikirini over youth mobiliser’s murder

Leaders allied to the political opposition faction have called for the arrest and resignation of Youth Affairs Principal Secretary Fikirini Jacobs over the fatal shooting of 28-year-old youth mobiliser Cecil Ouma.

People’s Liberation Party (PLP) leader Martha Karua and Jubilee party Deputy Leader Fred Matiang’i said that PS Fikirini should not be in office as a sensitive matter is under police investigation.

Speaking at Apondo SDA Church in Ahero, Kisumu County on Saturday, the two premiers faulted President William Ruto for remaining tight-lipped while leaders in his administration are linked to crimes against humanity.

“Someone is shot inside the car of a PS and then you start holding press conferences saying that you will cooperate. That person should already in police custody. The foremost responsibility of the President is to secure the welfare of the citizens and you have failed,” Matiang’i said.

“Is there room to riot inside a vehicle with security around? And if he rioted, why wasn’t he taken to the nearest police station? Why shoot him inside a car? That is murder,” Karua added.

The PLP boss further urged the youth to avoid being used by politicians at the expense of receiving handouts, while their lives remain at risk.

“The youth should learn from that. You will be paid some money but they have no need for your life,” she noted, telling President Ruto “If that person is still in your government and has not even stepped down to pave way for investigation it is to say you support his actions.”

Ouma was allegedly shot dead on June 30 inside PS Fikirini’s car along Park Road, Nairobi after a Kikao programme in Kariokor graced by the State Official.

Reports indicate that Ouma approached Fikirini’s vehicle to collect monetary reimbursement for the youths he had mobilised but whatever transpired inside the car remains unknown.

According to the deceased’s family, the PS’s bodyguards used excessive force against Ouma.

“He was given Ksh.10,000 by the PS, of which this money he told the guys who were waiting for the money that, ‘I only have Ksh.10,000. I don’t know how we will share it.’ The guys said that it is too little. He went back to the PS vehicle. When he got there, they were already on the highway,” said Ouma’s brother Jeff Otieno.

One of the youth leaders who attended the event, Willie Maina, revealed that Ouma’s body was later found outside Park Road Primary’s perimeter wall.

PS Fikirini and seven others, including officials from his office, have recorded statements with the investigators.

The PS said the circumstances surrounding Ouma’s death remain the subject of an active investigation and hence couldn’t be divulged to the public.
