Counties with the most financial losses due to budget cuts: 2024–2025 fiscal year

Nairobi, Bungoma, Nakuru, Turkana, and Kakamega are the hardest hit by President William Ruto’s proposed budget cuts to counties for the current fiscal year.

In a memorandum to Parliament, the President has proposed reducing county allocations by Sh20 billion, from Sh400.1 billion to Sh380 billion.

As a result, all 47 devolved units face budget reductions ranging from Sh1.1 billion to Sh140 million, significantly impacting their planned programs for the year.

If Parliament does not achieve a two-thirds majority to overturn the President’s proposal, Nairobi will lose Sh1.1 billion from its initial allocation. The budget for the Johnson Sakaja-led administration will decrease from Sh20.88 billion to Sh19.98 billion.
