Health Cabinet Secretary Aden Duale has revealed plans by the ministry to help county governments fully support and reward all Community Health Promoters (CHPs).
Duale issued the plan following a call by President William Ruto, shaming a number of county governments failing to pay Community Health Promoters (CHPs).
The Health CS took to his official X account on Thursday, September 4, 2025, while revealing that the Ministry of Health is working closely with county governments to ensure CHP champions are duly supported and rewarded for their service to the nation.
“Recognising their invaluable role, the Ministry of Health is working closely with county governments to ensure these champions are duly supported and rewarded for their service to the nation,” Duale said.
Duale echoed Ruto’s remarks praising the CHP workers; he added that when the story of Universal Health Coverage (UHC) is told, its unsung heroes will be the Community Health Promoters (CHPs).

While affirming his commitment to ensuring all CHP workers are well paid by the county government, Duale also noted that the workers have played a key role towards the success of primary healthcare, walking from door to door, often in challenging conditions, to educate, sensitise, and support households.
“These dedicated men and women are the backbone of primary healthcare, walking from door to door, often in challenging conditions, to educate, sensitise, and support households,” he said.
Ruto shames county govts
Duale’s remarks come moments after President William Ruto called out county governments for undermining the work of CHPs by failing to pay them.
Ruto called out the governors on Thursday, September 4, 2025, during his visit to Mombasa County for the Mombasa International Agricultural Show.
At the time, Ruto accused a section of counties, excluding Mombasa County, of failing to pay the community health promoters working towards ensuring Kenyans at the grassroots level are registered to the Social Health Insurance Fund.
“I know that sometimes there are challenges. I know there are counties like Mombasa that are paying CHPs, but there are other counties that are not paying CHPs. What a shame!” Ruto said.
The Head of State further assured all the Community Health Promoters that he had instructed the Ministry of Health to ensure that they would receive their money.
“I have instructed the Ministry of Health to make sure that as we pay all the other workers, CHPs must have their money,” Ruto affirmed.
