Businesswoman charged over alleged fake laptop tender that cost man Ksh.60M

A businesswoman has been arraigned in a Nairobi court over an alleged fake government tender for the supply of laptops that prosecutors say led to the loss of about Ksh60 million.

Joy Wangari Kamau denied charges of conspiracy to commit a felony, obtaining money by false pretences and forgery when she appeared in court.

According to the prosecution, the court heard that between September 4 and December 30, 2023, Kamau, jointly with others not before the court, conspired to defraud businessman Vijay Virma of USD 398,000 (about Ksh60 million).

Prosecutors alleged that Kamau falsely claimed she was in a position to secure a lucrative tender for the supply of laptops and related accessories to the Ministry of Information, Communication and Digital Economy, and used the claim to persuade the complainant to release the funds.

The court heard that the tender, referenced as MICT/VOL.1/VACC/2023-1, was presented as legitimate, but investigations established that it did not exist.

In a separate count, Kamau is accused of forging a request for quotation document on November 1, 2023, which she allegedly presented as an official document from the ministry to bolster the credibility of the deal.

The prosecution also told the court that Kamau has another pending case involving similar allegations — case number E257/2024 — which is scheduled for hearing on June 25, 2024, before a different court.

The court released Kamau on a bond of Ksh2 million, with an alternative cash bail of Ksh1 million.
