EACC arrests OCS who demanded Ksh.5K bribes to release revellers from cells in Ruai

The Ethics and Anti-Corruption Commission (EACC) on Saturday evening arrested the OCS for Ruai Police Station who was allegedly demanding bribes from revellers for their release after locking them up in police cells, on accusations of being drunk and disorderly.

Chief Inspector Duncan Otieng was apprehended following a probe by EACC detectives on a complaint from relatives of one of the arrested persons.

It is reported that on Friday night, officers from Ruai police station visited Fun City club in Utawala and randomly arrested the revellers without any reasonable cause.

“The revellers were taken to Ruai Police Station where they were put in police cells until the following day, Saturday, when the OCS ordered each of them to pay him Ksh.5,000 bribe in order to be released unconditionally,” said EACC CEO Twalib Mbarak.

Otieng is said to have threatened the detainees that they would spend the entire weekend behind bars if they did not comply and even face charges of being drunk and disorderly on Monday.

The OCS was apprehended while receiving the bribes and was processed at Integrity Centre Police Station on Saturday night.

He is currently being detained at Kilimani Police Station awaiting further action.

Mr. Mbarak has noted that he has received multiple reports on the rising tendency of OCSs demanding bribes from revellers, mostly young, in the same fashion of locking them in cells and threatening them as a condition to grant them freedom.

He has urged police officials to desist from extorting Kenyans and act in accordance with the law.
