Cabinet Secretary nominee for Public Service and Human Capital Development, Justin Muturi, has outlined his priority reforms should his nomination be approved. At the top of his agenda is the implementation of a performance management programme to hold civil servants accountable based on quantifiable performance.
Muturi believes that a strong performance management system, where civil servants are held accountable for their deliverables, will enhance efficiency and service delivery. Additionally, he plans to implement a reward programme to recognize outstanding civil servants in various state departments.
This scheme, similar to one used in the Judiciary to address case backlogs, aims to boost employee morale and overall performance.
“There is a serious need to reward performance by recognizing civil servants in various departments for work well done,” Muturi said.
“This does not necessarily have to be monetary, and we will decide whether this can be done monthly or quarterly.”
Also making it to the list of his priority reforms is streamlining the communication of government programmes, which he said has been marred by a lack of central communication in the past.
“There has been all manners of communication from all quarters, sometimes if you are still awake at midnight, you will find there is still communication through some certain medium,” he added.
“We just need to instituitionalize it and make it work properly.”
The Public Service nominee, Justin Muturi, stated he would adhere to the constitution to ensure fairness and equality in hiring civil servants.
This includes tabling a report on any departments that violate the established framework. Muturi emphasized that issues of gender equality and representation can be resolved if all state departments strictly follow the constitution.
