Interior Cabinet Secretary (CS) Kithure Kindiki has established a National Steering Committee to oversee the implementation of reforms within the National Police Service (NPS), Kenya Prisons Service, and the National Youth Service (NYS). These reforms were recommended by a taskforce led by former Chief Justice David Maraga.
In a gazette notice, CS Kindiki announced that the committee will be chaired by Interior Principal Secretary (PS) Raymond Omollo, alongside officials from the ministries of Treasury, Correctional Services, Public Service, and Cabinet Affairs. Other key members include the Solicitor-General, the Inspector-General of Police, the Commissioner-General of the Kenya Prisons Service, the Commandant-General of NYS, the Chairperson of the National Police Service Commission (NPSC), the Chairperson of the Independent Policing Oversight Authority (IPOA), and a representative from the Office of the Head of Public Service.
Additionally, representatives from the Office of the Director of Public Prosecutions (ODPP), Public Service Commission (PSC), Salaries and Remuneration Commission (SRC), Kenya Law Reform Commission (KLRC), and the National Youth Service Council will also be part of the committee.
The steering committee’s responsibilities will include providing technical guidance for the implementation of police reforms, supervising technical committees involved in the reform process, and reviewing the committees’ recommendations. This initiative comes in response to calls for improved working conditions for police officers and ensuring they have sufficient resources to fulfill their duties.
CS Kindiki further noted that the committee will have the authority to set its own procedures and form sub-committees to enhance its efficiency. The committee will serve for a three-year term.
