National Assembly’s special committee investigating the impeachment motion against Agriculture Cabinet Secretary Mithika Linturi is set to present its findings to Parliament next Monday.

The committee, composed of eleven members and approved last week, is examining the accusations outlined in the motion initiated by Bumula MP Jack Wamboka.

National Assembly Speaker Moses Wetangula has called for a special sitting on May 13, where the committee will report to the House on whether the allegations against Linturi are substantiated.

“Now therefore, it is notified to all Members of the National Assembly and the general public that pursuant to the provisions of Article 152(7)(b) of the Constitution and Standing Orders 64(3) and 66, I have appointed Monday, 13th May 2024 at 2:30 p.m. as the day and time for a Special Sitting of the House to receive the report of the said Select Committee,” said Wetangula.

MP Wamboka’s impeachment motion against CS Linturi is based on three grounds: gross violation of the Constitution or any other law, suspicion of committing a crime under national law, and gross misconduct.

The allegations center on the procurement and distribution of government-subsidized fertilizer, currently under investigation for potential counterfeit issues.

If the select committee concludes that the allegations are unsubstantiated, no further action will be taken. However, if found substantiated, the National Assembly will grant the Cabinet Secretary an opportunity to defend themselves before making a decision.

If the majority of the 176 members support the motion to adopt the committee’s report, President William Ruto will dismiss the minister. Additionally, during the special sitting on May 13, legislators will address other urgent matters, including Senate amendments to the Division of Revenue Bill and the ratification of the Multilateral Convention to Implement Tax Treaty-Related Measures.

Further proceedings on these matters, including the National Disaster Risk Management Bill, will resume when the National Assembly reconvenes on June 4 after a recess.
