National Assembly Minority leader Opiyo Wandayi now wants the implementation of the report of the Presidential Working Party on Education halted to await approval by parliament.

Wandayi argues that they have noticed that the report is already being implemented yet it had not passed through the National Assembly.

The lawmaker therefore says for the report to see the light of day, it must pass through both houses of parliament so that it is approved or rejected before the government can think of what to do with it.

“There was this taskforce on education… it went round the country spending taxpayers money and thereafter compiled a report which I’m told is being implemented. How, I  don’t know. because there is no way you cannot purport to implement a report which has not passed through parliament to be interrogated,” said Wandayi.

Wandayi who spoke at Ugunja Technical and Vocational College in his Ugunja constituency observed that some of the recommendations by the education taskforce would entail amendment of the Constitution which he says cannot happen without approval of the Houses of Parliament.

He argues that by suggesting that the national government takes over the functions of running early childhood development education (ECDE) is trying to amend the constitution through the backdoor and that cannot be allowed.

The Ugunja MP also took the opportunity to warn the locals against the emerging trend of storming schools and attacking teachers over poor performance, noting that there are proper channels of addressing such grievances without necessarily causing havoc.

Wandayi advised them that issues of performance should always be addressed amicably and though the relevant channels instead of taking the law into their own hands.
