Nairobi County Chief Officer for Citizen Engagement and Customer Service, Geoffrey Mosiria, stepped in to help address complaints received from a parent at a public school in the city.
The parent raised concerns that learners at the institution were punished harshly for not having the correct school uniforms after their shoes were confiscated, with the young learners walking barefoot despite the risk to their health, hygiene concerns and the rainy weather.
In a statement on his social media accounts, Mosiria acknowledged the concerns and made it clear that no child should ever go through such treatment.

“To the parent who shared this information, I have received your complaint, and I want to state clearly that no child deserves such punishment. This is especially concerning at a time when the President has already directed that all children should be allowed to attend school with or without full uniforms as parents make arrangements to provide them, so that no learner misses classes,” he stated on Facebook on Thursday, February 19, 2026.
The head of customer service in Nairobi County promised to take up the matter and ensure that it is addressed appropriately.
Mosiria outlines next steps
He also urged the institution to take immediate action to ensure such an incident never happens again.
“I will take up this matter to ensure it is addressed appropriately and that the rights and dignity of our children are protected. It is unacceptable to expect a child to walk barefoot to a public toilet, particularly in a city like Nairobi, where this exposes them to serious health and safety risks,” Mosiria stated, adding that he will also follow up with the relevant ministry to make sure proper measures are enforced to safeguard children.

He urged parents to speak out whenever children are subjected to such treatment and shared screenshots received from the parent who raised the matter.
Concerns raised by the parent
A screenshot received from the disgruntled parent complaining in a WhatsApp group, claiming that a teacher at the school confiscated shoes from learners who did not have proper school shoes.
“Today I’m not a happy Parent, whatever has happened in school today is inhuman, degrading, and does not prioritise the health of our children. How do you punish a child by confiscating their shoes and making them walk barefoot the whole day in the name of children not having proper school shoes?” the message reads in part.
The parent cited the weather and health of the affected learners and urged teachers at the institution to consider other forms of punishment.
“Na hio weather vile ilikuwa mbaya asubuhi (the weather was terrible in the morning hours), that shows that the Admin does not prioritise the welfare and health of our children, in future, find better ways of addressing uniform issues,” the parent added.
