The Ministry of Education plans to centralize and standardize data across all levels of the education system through the implementation of the Kenya Education Management System (KEMIS).
This system aims to serve as a comprehensive repository and authoritative source of information on learners and key educational matters. Education Cabinet Secretary Ezekiel Machogu discussed the system’s scope with stakeholders at the Kenya Institute of Curriculum Development (KICD) during a meeting on Wednesday.
Machogu emphasized that this web-based platform will ensure access to precise data for effective planning and strategic decision-making across education sectors.
“The system will harmonise the management of data on education from Early Grade levels to higher education,” the CS said.
Machogu highlighted that KEMIS aims to integrate education data from the National Education Management Information System (NEMIS), Technical Vocational Education Management Information System (TVET-MIS), and Higher Education Management Information System (HEMIS).
This system will facilitate comprehensive tracking of learners across various educational levels including Pre-primary, Primary, Secondary, middle-level colleges, and universities.
Key stakeholders present at the forum included Daniel Mugendi, Chairman of the Vice-Chancellors’ Committee, CEOs from Ministry-affiliated state corporations, representatives from the Kenya Primary School Heads Association, and the Kenya Heads of Secondary Schools.
The Presidential Working Party on Educational Reforms recommended that KEMIS should encompass all learners from basic education institutions. Cases where learners are not initially registerable, such as due to lacking national identity cards or being over 18 years old, will be handled by county directors of education based on individual merit. Approved cases will be registered on KEMIS.
Furthermore, the group proposed penalties in regulations for data falsification, citing instances where falsified information has been detected.
