The National Assembly requests public feedback on the 2024–2025 Supplementary Estimates.

The National Assembly has issued a notice inviting the public to provide feedback on the Supplementary Estimates (No.1) for the Financial Year 2024/2025. This includes both recurrent and development expenditures, along with the revised Programme Based Budget.

According to Samuel Njoroge, the Clerk of the National Assembly, written memoranda on these estimates must be submitted by Monday, July 22, 2024, at 5:00 pm.

This initiative aligns with Article 118(1)(b) of the Constitution, which mandates parliament to facilitate public participation in legislative processes, and is in accordance with the Public Finance Management Act.

The Principal Secretary for the National Treasury submitted the Supplementary Estimates I for the Financial Year 2024/2025 to the National Assembly on Friday, July 12, 2024. These estimates encompass the Programme Based Budget, Recurrent Estimates, Development Estimates, and a Memorandum on the Supplementary Estimates No.1.

The Speaker of the National Assembly has referred the Supplementary Estimates to the Budget and Appropriations Committee for review and subsequent reporting to the House.

The notification highlights Supplementary Estimates I for the Financial Year 2024/2025, aimed at implementing austerity measures and reducing expenditures across the three arms of government, constitutional commissions, and independent offices.

These estimates are presented amidst a projected decrease in Revenue Estimates from 18.5% to 17.5% of GDP, a decrease in expenditure from 22.1% to 21.4% of GDP, and an anticipated increase in the overall fiscal deficit, including grants, from 3.3% to 3.6% of GDP.

The proposed reductions include a Kshs156.39 billion cut in the budget for the three arms of government, comprising Ksh34.04 billion in recurrent expenditure and Ksh122.35 billion in development expenditure. This reflects a 6.6% decrease in approved expenditures for FY 2024/25, aimed at aligning with the Revised Fiscal Framework and addressing carryovers from FY 2023/24.

These revisions respond to an expected revenue shortfall of Ksh344.3 billion for FY 2024/25.

The Clerk of the National Assembly has invited the public and stakeholders to submit their memoranda to the Budget and Appropriations Committee. Written submissions must include the name and contact details of the person or organization submitting them.

Submissions can either be hand-delivered to the Office of the Clerk on the First Floor of the Main Parliament Buildings in Nairobi, or emailed to cn*@***********go.ke. All submissions must be received on or before Monday, July 22, 2024, at 5:00 p.m.

For easy access, Supplementary Estimates I for Financial Year 2024/2025 and associated documents are available at the National Assembly’s Table Office on the First Floor of the Main Parliament Building, and can also be accessed on the Parliament Website under the Papers Laid section.
