Former Nandi Hills Member of Parliament (MP) Alfred Keter opines that President William Ruto fears his Cabinet Secretaries.
Keter, in an interview on Spice FM on Thursday, explained that the Head of State shares a history with his CSs, hence careful not to offend them.
“You might think he looks like a strong person who can stand against anything, but on a closer look he fears those cabinet secretaries,” he said.
He added that the president had defended one of his ministers when the media had raised issues on the said CS.
“The president should dissolve his entire cabinet if he wants to help this country,” he uttered.
The former MP also argued that the majority of Principal Secretaries have not had a career in civil service, hence do not understand operations in their ministries.
“Out of the 52 PS, almost 30 are not career civil servants. You know that is a reserve for career civil servants, people who have gone through the ranks, so that you understand a ministry.”
“You are the accounting officer of the ministry because you understand the nitty gritty, the challenges in the ministry so you can address them better. But a stranger, a former politician who ran and lost, you make them because you want to compensate or reward him or her with a permanent secretary position,” he voiced.
Keter mentioned that there are clauses of public service that refer to the representation of all communities in public service dockets, yet Kisii community is among those poorly represented in ministries.
“The Kisii community makes up a good number of this country, but there is none as a permanent secretary. Out of the 52, there is none,” he said.
